Description: What’s the difference between a lake and a river? Who decides? When does water management constitute a taking of private property? How is liability determined? These questions have critical implications for the implementation of the state’s Coastal Master Plan and other public works around the state. In Crooks v. State, Louisiana courts grappled with these questions, making it the latest landmark case for public lands, public works, and property rights.
